Quality and safety concerns over state run tea factories in China

Is there concern over tea quality and safety in state run tea factories in China? Is it a good idea to rinse its tea before brewing?

General rule of thumb..... always rinse. You never know the hygiene level of the location where the tea was processed. Unless you were there first hand to witness the processing and packing of the tea. Otherwise.... hygiene first. Especially those with age.... sometimes we rinse twice!
