At first glance it looks like silver needle that has oxidized. Unfortunately I'm far from being an expert and can't understand the language printed on the packaging so that's my best guess. You can always try doing a quick steep if you feel adventurous.

Red package says tie guan yin oolong
Green package kind of blurry.
Is that steeped wet leaf or dry leaf?

It's dry leaf. The appearance confused me. It's like silver needle, but each bud seems to be tightly wrapped in the first leaf.
I had hesitated in trying them since I had no clue about their origin or even age. I guess I'll give them a few steeps and post the results xD

Could it be some pure bud black tea like this one:

Here are the brewed leaves from the loose tea:

And the tea liquor:

The tea liquor is a rose color and the wet leaf smell reminds me of aged white tea. There is another aroma on top which is... not good, almost as if the tea has gone rancid

The tea liquor is not so dark. I think it may be some sort of badly aged white tea

Seems to me the dry leaves are not as flat as Long Jing usually is. Seems to me they are shaped more like Zhu Ye Qing, a green tea I am truly not very knowledgeable about, but I have purchased once or twice.
