the amount of water you use is limited by your teaware. if you have only a 100mL gaiwan, you're not getting a 150mL tea session out of it.
but to actually answer your question, it's all personal preference and your brew style. gongfu brew style generally favoring smaller volumes of water.
over time, changing preferences in brew style changed which kinds of teaware i'd use. i started with some 200-300mL teaware and then gradually ended up at 40-60mL. since then, i've shifted up a bit to favor 80-150mL teaware. my everyday gaiwan is 80mL, and i have various teapots i use. some of my teapots are close to 200mL, but i rarely fill them up all the way.
for some black teas like darjeelings, i often enjoy it in mug form, so i'll brew up 200mL or more.
for some more expensive yancha oolongs, sometimes i break out a small 60mL teapot to use a bit less leaf.
if it's late in the evening, and i don't want to be up too late, maybe i'll use a tiny 40mL pot with only a couple of grams of tea to avoid overdoing it on the caffeine.
for sencha, i think my favorite teapot size is about 150mL.
